How they report to you is also something to consider. If it is a “we achieved x amount of links” and submitted articles to so many directories type report, then they are not results orientated, but work orientated. The truth is, sometimes you work hard to get links to a website, and other times 3 great solutions come at one with little work. The quantity of links is often measured, but does not have as much credence as you might think, as quality is the main rankings driver. So measuring how much work has been done, nay keep the CEO happy, but in reality it should be the quality of search positions that makes the grade.

Look at how they will report the work done, will it be based on results or on the time taken on the projects, remember SEO is about quality rather than the amount. A good company offering SEO services will tell you this, a poor one will focus on their spread sheets.
